Louis Caldera served as the U.S. Secretary of the Army from 2 July 1998 to 20 January 2001. Caldera oversaw the expansion of educational opportunities in the U.S. Army, including the creation of the Western Hemisphere Institute for Security Cooperation, and the Institute for Creative Technologies, and the implementation of "GED-Plus-The Army's High School Completion Program." Efforts to improve U.S. Army recruiting and environmental stewardship were also made during Caldera's term as Secretary.
