The American Federation of Teachers first organized in 1916. It grew slowly until the 1960s when its membership rose to over 400,000. Local 500, representing the Pennsylvania State University, received its charter in 1937. The local union membership reached a height of 76 in 1955 but fell to less than 30 by 1961.
