Samuel Clark Waugh (1890-1970) served with First Trust Company in Lincoln, Nebraska, in various capacities, including as President and Director from 1913 to 1961. From 1953 to 1955, Waugh served as Assistant Secretary of State for Economic Affairs, and from 1953 to ca. 1958, served as Alternate Governor of the International Fund. Also during this time, he was Alternate Governor of the International Bank for Reconstruction and Development. In 1955, he served as Deputy Under Secretary of State. From 1955 to 1961, he was President and Chairman of the Board for the Export-Import Bank.
