Frey, James M., 1932-2004
James McKnight Frey (b. Mattoon, Ill., Dec. 7, 1932-d. Jan. 2, 2004, Maryland) was a special assistant during the Kennedy and Johnson administrations. In October 1968, he became acting assistant director for Legislative Reference in the Office of Management and Budget, then became director of Legislative Reference in 1975.
