Melbourne, incorporated in 1887, is located along the Indian River in Brevard County on the central Atlantic coast of Florida. The Florida East Coastal Railroad connected to Melbourne in 1893 leading to a growth in its economy. The Town of Melbourne was reauthorized as a town municipality in 1893 (Ch. 4305, Laws, 1893). The Town Clerk served as tax assessor and collector. In 1913, the City of Melbourne was established (Ch. 6731, Laws, 1913).
