Leo P. Noonan graduated from Boston College and received LL.B. and J.D. degrees from Blackstone College of Law. He was a newspaper reporter and editor; served in several capacities for the Internal Revenue Service; was principal of the Farmersville High School for 18 years; and in 1940 was elected to the New York State Assembly, serving until 1960. He belonged to several Cattaraugus County educational and community organizations.
