The Center for Health Services and Policy Research has its origins in the Health Services Research Center. The Center was established jointly by the Hospital Research and Educational Trust and Northwestern University in 1967.

The Center was established to examine technological, scientific, social, political, and economic trends and relate them to the provision of health services. The Center has conducted and stimulated research on such problems as staffing, financing, planning, organization, administration and evaluation of health services.

The Center has brought together scholars from diverse disciplines to focus their research on health care administration and policy formulation. Areas of expertise that are represented in the Center are business, medicine, the sciences, and the social sciences. Full-time members of the professional staff are given faculty status at the university.

Funds for support of the center have been sought from foundations, individuals, the government, and the parent institutions - Northwestern University and the Hospital Research and Educational Trust.

On September 30, 1978 the Center was awarded a five year grant by the Health Care Financing Administration to serve as a Policy Center for HCFA. The Center provides assistance in addressing issues in the formulation of national health care policy. Under the terms of the grant the Center develops a yearly agenda of research objectives in consultation with HCFA and other agencies. The Center also holds grants from the Robert Woods Johnson Foundation, Chicago Community Trust, and the National Center for Health Services Research. The Center's major focus is the analysis of government policy on cost, quality and availability of health care. There are over fifty members and staff associated with the Center.

In 1977 the Center changed its name to the Center for Health Services and Policy Research. Its main mission has basically remained the same.

The Center for Health Services and Policy Research was replaced by the Institute for Health Services Research and Policy Studies in 1996.
