Richard J. Sawyer joined the State Education Department as an Associate in Higher Education, and was promoted to Chief of the Bureau of College Evaluation. He was appointed as Secretary to the Board of Regents in August 1970, and served until 1974.
William J. Carr served for 17 years in the State University of New York system in several staff capacities, first at the Agricultural and Technical College at Alfred, and later at the University Central Administrative Offices. From 1968-1970 he was Assistant to the Vice Chancellor for Administration, and in 1970-1974 served as Assistant to the Chancellor. He was appointed as Secretary to the Board of Regents on October 30, 1974 and served until 1990.
