Hoover, Ira Wilson.
Ira Wilson Hoover came from Philadelphia to the San Francisco Bay Area with John Galen Howard in the 1890s, and served as his chief draftsman until about 1907, when he became Julia Morgan's junior partner. In 1917 he returned to the East Coast.
