The Office of Delinquency Control was established at the University of Minnesota in 1960 with administrative ties to Continuing Education and Extension and the Law School. It began as a project to study the amount and kinds of delinquent behavior handled by Minnesota law agencies. Programs and policies for the office were set by the All-University Committee for Community Programs. The office also offered institutes held during the summer, including the Juvenile Officers Institute (1955-1983), the Juvenile Court Justice Institute and the Principals Institute.

Project Newgate began in 1969 as means to offer University classes and group therapy to inmates at the State Reformatory in St. Cloud, Minnesota. Vocational training was added to the curriculum at a later date. The Office of Delinquency Control was involved with organizing programs associated with the National Council of State Committees for Children and Youth in the late 1960s and early 1970s. Activities included a White House Conference on Children and Youth in 1971 and several national workshops. Locally, the office conducted a Police and Community Activity Project in the 1970s. This was an effort to bring police and community organizations together.
