This Commission, established by legislation of 1962 (Chapter 211), was charged with making a comprehensive review and appraisal of the system of state assistance to local governments and recommending revisions in the state aid system (except for programs of aid to local school districts).

Initially called the Temporary State Commission on Per Capita Aid, the Commission operated from 1962 to 1965 and made recommendations designed to: provide for equitable allocation of local assistance on the basis of comparative needs, fiscal ability and fiscal effort; facilitate the solution of urban and regional problems; encourage the effective use of local resources; facilitate utilization of local non-property taxes for school purposes; assure the continued effectiveness of the state aid system; and preserve the fiscal integrity of both state and local governments. Commission members were appointed by the Governor, the Temporary President of the Senate, and the Speaker of the Assembly.
