Clair Burgener began his political career as a member of the San Diego City Council. He was elected to the California State Assembly in 1963 and served until 1967 when he was elected to the California State Senate. In 1973 he was elected to the U.S. House of Representatives Burgener was active on committees, such as Rules, Finance, and Education and chair of Social Welfare while in the Senate and in many subcommittees concerning problems of the mentally and physically as well as water and energy which were all important to California.
