Major General Ronald D. McDonald was appointed Adjutant General by Governor G. Mennen Williams on May 1, 1959. In 1964, Major General Cecil L. Simmons, president of the State Military Board, requested Billie Farnum (the state auditor general) to examine the financial records and transactions of the Department of Military Affairs. Farnum's report raised several questions over the administrative practices of McDonald. Some of the questions concerned a land exchange or sale that resulted in the expansion of Camp Grayling. Other allegations included sale of liquor at state armories, irregularities in pay scales of the National Guard, and questions concerning some of the reported expenses submitted on travel vouchers. This report led Governor Romney to charge McDonald and Quartermaster General Carson R. Nerfert with malfesance and maladministration of duties in their respective offices. McDonald's case eventually reached the State Supreme Court which ruled the McDonald was illegally removed from office and was to be re-instated.
