Richard Colburn Butler (1910-1999) was born in Little Rock, Arkansas. After receiving his law degree in 1933 from the University of Arkansas he began a legal practice that lasted until 1963. He served as Special Counsel for the Little Rock School Board from 1956 to 1959, a time that included the 1957 integration crisis at Little Rock's Central High School. In 1963 he became president of Commercial National Bank in Little Rock.
