The State Auditor or "auditor of public accounts"; is an elective constitutional officer (Constitution of Utah, Article VII, sections 1 and 15). Statute requires that the auditor "be independent of all other executive or administrative officers in the state. The laws stipulate that he shall be responsible only to the Legislature and the people." ("State and Local Government in Utah," 1979 edition, page 70.) To be eligible for the office of auditor, a person must be 25 years of age, a resident of the state at least five years, and a qualified voter at the time of the election.
