Florence Kerr was born in Ohio in November 1885, the daughter of John and Zue Kurr. The family moved to Glasgow, Montana, in 1891. Florence studied pre-law at Oberlin and assisted her father in his law practice. Florence married Thomas Facey about 1910 and assisted him in running his Malta mercantile and theater businesses. She served as a Republican in the 1923 Montana legislature and was the first women to serve on the House Committee on Revenue and Taxation. She was a longtime reporter, working for the Phillips County News, the Havre Daily News and the Great Falls Tribune. She died in Great Falls, Montana, on August 7, 1952.

Florence Kerr Facey, a resident of Malta, Mont., served one term in the state House of Representatives of the eighteenth Legislative Assembly in 1923. There was a special session in 1924 in which she also served, but she did not serve for another full term. During her term there were only four women. She was the first woman to serve on the Revenue and Taxation Committee, one of the strongest committees in the House.

Florence Kerr Facey was born in 1885. In 1923, she was a resident of Malta, Montana, when she served one term in the Montana Legislature in 1923 and then, served for a special session in 1924. She was one of only four women in the Legislature and the only Republican party member; the others were Democrats. She was the first woman to serve on the Revenue and Taxation Committee, one of the strongest committees in the House.

Facey died August 7, 1952 in Babb, Montana.
