James Grove Fulton (1903-1971) was born in Dormont, Pennsylvania and was a graduate of Penn State and Harvard Law School. A lieutenant during World War Two, he was elected to Congress in 1944 and remained there until his death. He was also involved with the United Nations and international trade organizations.
