Howard, Irmgard.
Irmgard Howard was involved with the successful struggle to keep New York State from locating it low-level radioactive waste (LLRW) dump in Allegany County. She was a member of the Band Against Nuclear Dumps in This State (BANDITS) as well as chairperson of the Concerned Citizens of Allegany County's (CCAC) technical taskforce. She wrote the Biological Section of the Technical Taskforce's Response to the New York State LLRW Siting Commission and was chair of a group that developed the Allegany County statement on the federal Nuclear Regulatory Commission's "Below Regulatory Concern" policy. That statement was given to New York State Congressman Amory Houghton to be read before Congress in December 1990.
