Ballance, John Green, 1853-1910.
West Point graduate, Brigadier General and civil governor of Northwest Luzon, Philippine Islands. He was the son of Charles Ballance a lawyer in Peoria, Illinois who represented clients overturning French claims to land and wrote a history of Peoria.
