Joan Wagnon has had a long political and public service career in Kansas. She was the Executive Director of the Topeka YWCA from 1977-1993, a Democrat member of the Kansas House of Representatives from 1983-1994, mayor of the city of Topeka from 1997-2001, and Secretary of Revenue from 2003-2011. She has also served as chairman and board member for numerous institutions, including on the Washburn University Board of Regents, Kaw Valley Girl Scout Council, Kansas League of Municipalities, and the Volunteer Center of Topeka, and briefly served as the President of Central National Bank from 2001-2003.
