The Oil Conservation Commission was established by a legislative act in 1935 (1935 Laws of N.M., Chp. 72, Sec. 3). In 1977 a legislative act placed the Commission within the newly-established Energy and Minerals Department (1977 Laws of N.M., Chp. 255, Sec. 3). In 1987 a legislative act abolished the Energy and Minerals Department and transferred the Oil Conservation Commission to the Oil Conservation Division of the newly-established Energy, Minerals, and Natural Resources Department (1987 Laws of N.M., Chp. 234, Sec. 58 and 83). The Oil Conservation Commission has jurisdiction and authority over all matters involving the conservation of oil and gas in New Mexico. This includes protecting correlative rights in oil and gas development; and regulating oil, gas, and geothermal drilling, development, and production.
