Oka was a native of Kochi Prefecture, born 1878; employed by Yorozu Chōhō before relocating to the US; he arrived in the US, 1902; he was an influential journalist in the pre-war Japanese community and operated the Kinmon Press (San Francisco) and published the Amerika Shimbun and Ofu Nippo (Sacramento daily news); was briefly interned at Heart Mountain but was released to engage in propaganda activities against Japan on behalf of the British Armed Forces in India during WWII.
