Mr. Rankin joined the Food and Drug Administration in 1939. In 1964 he became assistant commissioner for legislation and Planning. He later became deputy commissioner and, in 1969, retired from his post as special assistant to the assistant secretary for health and scientific affairs.

Mr. Rankin joined the Food and Drug Administration as an inspector in 1939 and in 1948 he became assistant director of the Division of Field Operations of FDA. He became assistant to the commissioner for pesticide operations in 1954 and in 1964 moved to assistant commissioner for legislation and planning and later he became deputy commissioner.
