Kenneth S. Beam, born 1888 in West Virginia, started to become involved with at-risk youth and juvenile delinquents in Los Angeles and San Diego counties in 1929. In 1961, Beam and Kenyon Scudder published, "The 20 Billion Dollar Challenge: A National Program for Delinquency Prevention". Beam died 1977 in San Diego, Calif.
