The Council on Anthropology and Education emerged out of the funding for area studies and the development of the Program in the Anthropology and Education directed by Frederick O. Gearing. The program coordinated its members out of the American Anthropological Association, rather than just one university, and it brought together scholars interested in studying schools as organizations in modern or modernizing societies, people interested in community studies and those documenting the professionalization of teachers. The involvement of Murray Wax (chairman 1968-69), who conducted an intensive study in schools on the Pine Ridge Reservation, helped move the program toward becoming the, "Council on Anthropology and Education." Wax assisted in drafting the constitution which prevented any one university from dominating the council but did allow for large academic contributions from schools such as Columbia University and the University of Chicago.
