University of Pennsylvania, Educational survey
The Educational Survey was established in 1953 as an opportunity for self-study and long-range planning. It grew out of a study, initiated by Justice Owen J. Roberts, a University Trustee, of the educational policy (on a modest level), administration, and athletics. Although the administration and athletics were reviewed, a comprehensive look at the educational policies proved too difficult. In 1954 it was decided to proceed with a thorough investigation; the University found funding for this study from the Fund for the Advancement of Education. The project was directed by Dr. Joseph H. Willits, Professor Malcolm G. Preston, and Mrs. Julia M.H. Carson.
