Sir Charles Napier was the son of Colonel the Hon. George Napier. In April 1841 he accepted an Indian command offered to him by Lord Hill. The following year he was ordered to take command in Upper and Lower Sind (Scinde). Napier was tentatively appointed the first Governor of South Australia but withdrew his application following disagreements with the South Australian Commissioners. He was the author of a number of works including Colonisation, particularly in Southern Australia; with some remarks on small farms and overpopulation (London, 1835).
