Governor McWherter served two consecutive terms from 1987-1995. In 1990-1991 he initiated the TN 2000/21st Century Classroom Education Tour. This program attempted to improve education through increased funding and included a proposal for a personal income tax to fund it. These records give an insight into the effort to gain public support for the programs. Ms. Carol White and Mr. Jim Hall were the key staff in the Planning Office of the administration.
