Frank Rowe was a first-year art teacher when, along with a small group of colleagues, he was fired by San Francisco State College in 1950 for refusing to sign California's new anti-communist loyalty oath, the Levering Act. Rowe was barred from teaching from 1950 until the California Supreme Court overturned the oath in 1967. His book The Enemy Among Us: A Story of Witch-hunting in the McCarthy Era was published in 1980. Rowe also taught at Laney College in Oakland, Calif. Frank Rowe died in 1985.

Frank Rowe was born in Portland Oregon on December 21, 1921. He received his Masters in Fine Arts from Mills College in Oakland, California and was a decorated veteran of World War II. Rowe was a first-year art teacher when, along with a small group of colleagues, he was fired by San Francisco State College in 1950 for refusing to sign California's new anti-communist loyalty oath, the Levering Act. Rowe was barred from teaching from 1950 until the California Supreme Court overturned the oath in 1967. His book, The Enemy Among Us: A Story of Witch-Hunting in the McCarthy Era, was published in 1980. Rowe also taught at Laney College in Oakland, California. He died in 1985 at the age of 63.
