Prior to 1969 these materials were submitted to the Secretary of State's office; responsibility for registration was then transferred to the Commerce Department [Laws 1969 c1126 a4 s4]. In 1987, it was reassigned to the Attorney General's office [Laws 1987 c336 s29]. Many of these files were created or started by the Commerce Department.
