The Health Policy Analysis Program (HPAP), based in the School of Public Health and Community Medicine, was established in 1974 to study the issues and public policy measures that affect the health of communities in Washington state and the Pacific Northwest. HPAP policy analysts have published reports in a wide range of health policy areas including health care costs, health insurance, managed care, access, and quality of care. In 2004, The Resource Center for Health Policy was created as a multi-disciplinary effort between the University of Washington School of Public Health and Community Medicine, Law, Public Affairs, Pharmacy, Nursing, and Medicine. The Resource Center has assumed some of the functions and responsibilities of the former Health Policy Analysis Program, including the Washington Health Legislative Conference and the Safe Table Forums
