• 1933 - 1937 : Assistant district attorney, N.Y.
• 1937 - 1941 : Counsel to U.S. Housing authority
• 1941: Civilian advisor to director of National Selective Service Administration
• 1942: Special adviser on public relations to chairman of the War Production Board
