Howard, W. Richard, 1941-

W. Richard Howard (b. 1941) was Special Assistant to the Assistant Secretary of Commerce for Domestic and International Business, 1969 to 1970. He served as Assistant to the Director of Communications at the White House, 1970 to 1971; Staff Assistant to President Nixon from 1971 to 1973; and Special Assistant to the President from 1973 to 1974.
