John H. Ohly was born in 1911 in Brooklyn, New York. In 1933 he received an A.B. from Williams College, and in 1936 he received an LL.B. from Harvard Law School. From 1936 to 1937, he served as a Harvard University School of Law Moot Court Assistant, and from 1937 to 1940, he practiced law with Breed, Abbott and Morgan in New York City. In 1940 he began working for the federal government. From 1940 to 1946 he worked as an attorney in the office of the Assistant Secretary of War, and later the Under Secretary of War, specializing in labor relations, manpower and related matters. He continued to serve the federal government in the following capacities: Special Assistant to the Secretary of War, June to December 1946; Executive Secretary for the President''s Advisory Commission on Universal Training, January to September 1947; Special Assistant to the Secretary of Defense, September 1947 to October 1949; Deputy Director and Acting Director of the Mutual Defense Assistance Program, Department of State, 1949 to 1950; Assistant Director of the Office of International Security Affairs, Department of State, 1951; Special Assistant for Mutual Security Affairs, Department of State, 1951 to 1952; Assistant Director for Program, Office of Director, Mutual Security Agency, 1952 to 1953; Deputy to the Director for Program and Coordination, Mutual Security Agency, 1953; Deputy Director for Program and Planning, Foreign Operations Administration, 1953 to 1955; Deputy Director for Program and Planning, International Cooperation Administration, 1955 to 1959; Consultant to the President''s Committee to Study the United States Military Assistance Program, 1959; and Official with the International Cooperation Administration and Agency for International Development, 1959 to 1968. From about 1968 to 1975, Ohly was an independent researcher and prepared a report entitled "A Proposal for an Attack on the Problem of Public Support". From 1979 to 1984, he was a part-time consultant in the historian''s office of the Department of Defense. John H. Ohly died in North Adams, Massachusetts, on September 9, 1990.
