Ephraim E. "Ev" Waller grew up in Sioux CIty, Iowa. He attended the University of Iowa, where he was commissioned in the U.S. Army Security Agency as a Distinguished Military Student. In addition to his college degrees, Dr. Waller graduated from a number of U.S. government schools, including the State Department Foreign Service Institute, the Strategic Intelligence School, the National Cryptologic School, and the National Security Agency School. After a distinguished career in the U.S. Army, he returned to Sioux City in 1981 as the Director of the Midwent Agricultural Chemical Association.
