Arthur William Harrington (1888-1964) served with the U.S. Geological Survey from 1922-1958, heading the U.S.G.S. District Office in Albany, New York. He was an expert on flood control and most of his work related to water resources development in New York State. Harrington co-authored "Stream Flow: Measurements, Records and Their Uses" in 1943 with Nathan C. Clifford.
