Incorporated in 1909 under the laws of the state of Washington (as the Idaho Central Railway Company), the company was organized on behalf of GN to acquire the surveyed property of the Panhandle Electric Railway and Power Company, although it did not build any railroad line on the property. In December 1926, its name was changed and corporate powers expanded. In April 1927, the railway purchased the properties of the Spokane and Eastern Railway and Power Company and the Inland Empire Railroad Company, which consisted of 165 miles of electric railway in Washington and Idaho. GN purchased the company's property in July 1943.
