Sanger (1905-1979) worked as a reporter in the Soviet Union from 1933-1934 before serving with the U.S. Board of Economic Warfare in north Africa from 1940-1941. From 1944-1962 he was a foreign service officer with the U.S. Department of State in Lebanon, Jordan, Saudi Arabia and Africa. Sanger served as a lecturer and consultant with the U.S. Army on conterinsurgency from 1963-1971.
