The Office of International Exchange was established in 1956 under the National Lutheran Council (NLC) to direct the American part of the LWF's exchange programs. In 1961, the Berlin Service Assignment program was developed as part of the Department of World Service's Church Workers Exchange to address Lutheran needs in the recently divided city. When in 1966 the NLC became the Lutheran Council in the U.S.A., the Office was transferred to the USANC. The USANC was reorganized as Lutheran World Ministries (LWM) in 1977.
