The PWOC Joint Council was founded in Sioux City in the late 1930s or early 1940s. The Council included delegates from UPWA Local 34 (originally PWOC Industrial Union #389) at Armour, UPWA Local 70 (PWOC Industrial Union #874) at Swift, and possibly members of UPWA Local 176 (Stockhandlers Local Industrial Union #840) from the Sioux City Stockyards. The Council coordinated activities such as mailings, contract negotiations, and political action.
