Phillip Wise was born in March 1951, in Americus Georgia. He received a B.S. in Industrial Management from Georgia Tech in 1973. Wise worked as volunteer in Jimmy Carter's 1966 and 1970 gubernatorial campaigns, and worked in the Governor Carter's administration in the Georgia Intern Program, 1973 to 1974. He worked as a State Coordinator for the Carter Presidential Campaign, 1974 to 1976, and served as Appointments Secretary for President Carter in the Appointments / Scheduling / Advance Office, 1977 to 1981. He also worked as the State Campaign Director for Florida in the 1980 Carter campaign, and has served as the Associate Executive Director for Operations, and Secretary to the Board of Trustees at the Carter Center in Atlanta, Georgia.
