Joseph Higgins, 1751-1832, was a resident of Chipping Norton, Oxfordshire, until 1816. His remaining years were lived out in London. Two of his literary works were longer poems: The Saviour of the World and Free Will and Free Grace, both privately published in 1819 and 1820, respectively. His shorter poems were written between 1769 and 1832.
