Roger R. Townsend graduated from the Philadelphia Episcopal Academy in 1911 and received his B.S. in history, economics and finance from the University of Pennsylvania in 1915. At college, he was a member of the University football and cricket teams. He attended the University of Pennsylvania Law School, but enlisted in military service during World War I. After the War, he left the military for career in business. He served as United States Trade Commissioner in London from 1929 to 1933.
