Thomas Mills (d. 1790) came to Georgia from the Island of Guernsey in 1757. By 1774 he was operating a store on the Bay of Savannah. In 1776 he was commissioned 2nd Lieutenant of a militia company in the Upper District of St. Matthews Parish. After the Revolution he became a large land owner. Mills was appointed a commissioner of the public market in 1782; he was appointed Harbor Master in 1785. His name also appears as "Thomas Moullin" in the letter; he may have changed his last name to Mills when he moved Georgia.
