The American Association of State Highway and Transportation Officials (AASHTO) initiated Transportation 2020 in 1987 to create surface transportation programs for the 1990s throughout the United States. Transportation 2020 engaged public and private groups with transportation interests in assessing transportation needs and requirements through 2020, develop programs to meets those needs and best practices for meeting their goals. The multiyear program had four phases: gathering information to identify transportation needs, defining alternatives for meeting needs, reaching agreements on the best programs, and securing state and federal legislation to pass transportation programs. Charles Miller, Secretary of the Arizona Department of Transportation (ADOT), chaired the AASHTO Task Force charged with coordinating Transportation 2020 efforts.
