Philip Joseph Garrigan was born in Cavan, Ireland on September 8, 1840. In 1844, his family immigrated to the United States, and lived in Massachusetts. He went to St. Charles College in Ellicott City, Maryland, and the Provincial Seminary of New York in Troy. On June 11, 1870, he was ordained a Priest. In the autumn of 1888, he was appointed the first Vice-Rector of Catholic University, a position he held under rectors John J. Keane and Thomas J. Conaty. On March 21, 1902, he was named the first Bishop of Sioux City, Iowa, and was consecrated on March 25. He remained Bishop in Sioux City until his death on October 14, 1919.
