In 1915, John Victory became the first employee of the National Advisory Committee for Aeronautics (NACA). He then was appointed its secretary in 1921 and executive secretary in 1948 where he shared responsibilities with the NACA director for the administration of the organization. When the National Aeronautics and Space Administration (NASA) came into being and absorbed NACA, Mr. Victory served as special assistant to the NASA administrator and remained in that position until his retirement in 1960. He was active in establishing NACA research facilities, participated in bringing aerospace industry members together, helped formulate national and international air regulations, and represented NACA before Congress. Mr. Victory was also instrumental in designing the NACA's memorial marking the spot at Kitty Hawk from which the first successful flight of an airplane was made and he presided at its unveiling in 1928 before delegates from forty nations.
