In 1923, the Carolina Publications Union was established, by a vote of the student body, to oversee the operations of publications funded by student fees: "Carolina Magazine," "Daily Tar Heel," and "Yackety Yack." The Publications Board was designated as the governing body for the Union, and, as such, it supervised the finances, editorial policy, appointments of personnel, and other administration of student publications. The Board later became an administrative agency of Student Government. Its name was changed to Media Board in 1975.

In 1923 the Carolina Publications Union was established, by a vote of the student body, to oversee the operations of publications funded by student fees, which at the time included the Carolina Magazine, Tar Heel, and Yackety Yack . The Publications Board was designated as the governing body for the union and, as such, supervised the finances, editorial policies, and appointments of personnel of student publications. In addition to the three official student publications, it oversaw the Buccaneer, a humor magazine of the time. It initiated a comprehensive bookkeeping system and a certified annual audit for each publication.

Originally the board consisted of three elected students and two faculty members appointed by the president of the university. Subsequently it became an administrative agency of Student Government. In 1975 the Publications Board changed its name to Media Board to reflect the different types of publications it had come to oversee. These included the Alchemist, Carolina Handbook, Carolina Quarterly, Cellar Door, Daily Tar Heel, WCAR and WXYC radio, and the Yackety Yack .
