James M. Shackleton, born in Janesville, Wisconsin, came to Michigan with his parents as a child. He attended Kalamazoo College and graduated from Western Michigan University in 1918. He served in the U.S. Army during World War I and entered the banking business in 1919. He became president of the Saginaw State Bank, which later became the Saginaw National Bank, in 1934. He was elected to serve at the Michigan Constitutional Convention of 1961. Michigan voters approved of the new Constitution in 1963.
