The Illinois Office of Economic Activity was created by General Assembly in 1965 to cooperate with federal Office of Economic Opportunity and bring Illinois maximum benefits of federal 1964 Economic Opportunity Act, apply for technical assistance grants, publicize provisions of act, assist in developing community action committees, encourage development of research and training grant proposals and coordinate state agencies having resources relevant to community action programs.

The Office of Economic Activity was replaced in 1969 when General Assembly created Governor's Office of Human Resources. This office was to review programs of Departments of Public Aid, Children and Family Services, Corrections, Mental Health, Public Health, Business and Economic Development, Division of Vocational Rehabilitation, Division of Vocational Education, Office of Superintendent of Public Instruction, State Employment Service, Commission on Children, Human Relations Commission and Fair Employment Practices Commission. Under federal guidelines Office was to form comphehensive plan for development of state's human resources throught delivery of services at community level.
